Ms. Dawn Angela Rios, a proud U.S. Navy Veteran, devoted mother, joyful spirit, and radiant soul, departed this life on June 27, 2025, at the age of 61. She passed peacefully, with both of her children by her bedside, holding her hands as she took her final breaths—a moment filled with love, grace, and the same unwavering strength with which she lived.
Born in the Republic of Trinidad and Tobago on January 22, 1964, to Fay Beverly Williams and Joseph Emanuel Williams, Dawn brought color and joy everywhere she went. Her smile was sunshine, and her laugh had a way of making even the worst days feel better. She made everyone around her feel seen, heard, and valued. No one ever left her presence without a warm heart—or a joke to carry with them.
Dawn proudly served 14 years in the United States Navy, reaching the rank of PN1 (Personnelman First Class). During her time in service, she was stationed aboard both the USS Simon Lake and the USS Grapple, serving with honor, precision, and a deep sense of duty. Even in the face of adversity, Dawn held her head high and continued to break barriers—not just as a sailor, but as a woman of strength and resilience.
She found her greatest joy in being a mother. Though separated by distance, she shared a deep and cherished connection with her daughter, Kristina Rios, whom she loved dearly. Dawn beamed with pride as she watched Kristina grow into the strong woman she is today, always keeping her close in heart and spirit.
Her son, Julius Nesmith, was her world. Their bond was one of laughter, deep conversations, inside jokes, and unconditional love. Dawn raised Julius on her own in Virginia Beach, pouring every bit of her heart into making sure he always knew he was loved, protected, and destined for greatness. She was his loudest cheerleader, strongest protector, and best friend.
Dawn loved trying new cuisines, dancing in the car to her favorite songs, and expressing herself through painting. She had a way of bringing color into people’s lives—not just on canvas, but in every conversation and every room she entered. Whether through her quick wit, her nurturing advice, or a hilarious one-liner, Dawn made sure no one around her ever felt alone.
She was preceded in death by her father, Joseph Emanuel Williams. She is survived by her loving children, Kristina Rios and Julius Nesmith, her mother, Fay Beverly Williams, and a circle of family and friends who will forever carry her spirit in their hearts.
The family wishes to thank everyone for their continued love, support, and prayers during this time. Dawn lived a life of purpose, humor, and love—and her light continues to shine in us all.
