Mrs. Joyce “Blondie” Purcell Frances, the sixth of eight children born to the late Henry and Annie Purcell, was raised in the close-knit community of Newsome Park. She attended Newsome Park Elementary School and proudly graduated in 1969 from H.W. Carver High School, where she was a true and loyal “Trojan.”
Later in life, Joyce relocated to Washington, D.C., where she built a diverse and accomplished career. She held several positions over the years and ultimately served as a supervisor at the Pentagon for many years, demonstrating dedication, leadership, and strength in all she did.
Blondie lived a colorful and vibrant life filled with style, confidence, and joy. Known for her unmistakable flair and love of fashion, she was truly a fashion maven. She had a deep love for music and an even deeper love for her family—especially her nieces and nephews, who held a special place in her heart. Her exuberance for life, warm spirit, and lively personality left an unforgettable impression on all who knew her.
She was preceded in death by her parents; four sisters, Jacqueline, Frances, Barbara, and Sheila.
She leaves to cherish her memory her loving husband, William Frances; two sisters, Valerie Purcell and Marjorie Purcell; one brother, Henry Purcell; her granddaughters, Jahcorra Davis; her devoted sister, Cynthia “Lady” Alston, who has been there since day one; a special niece, Shawna Banks; two exceptional nephews, Germaine “Bro Bro” Woodson and James “Poody” Brown; and a host of other beloved nieces, nephews, family members, and friends.
Joyce “Blondie” Purcell Frances will be remembered for her vibrant spirit, her love of family, and the light she brought into every room.
It is the desire of the Francis family that you keep them in your thoughts and prayers.
