He leaves behind his wife Gail A. Payne and step-daughter Bernice Gatewood, three brothers and one sister.  

Viewing for Mr. Payne will take place from 1:00 AM to 5:00 PM on Friday, February 5, 2021 at C. C. Carter Funeral Home, 3314 Roanoke Avenue, Newport News, VA.  Funeral services will be held at 1:00 PM Saturday, February 6, 2021 at Greater Emanuel Church Of God In Christ, 704 Celey Street, Hampton, VA 23661.
