Dea. James Richard Huggard, Jr., lovingly known as "Pete," peacefully entered eternal rest on May 27, 2025, at the age of 95, in Newport News, Virginia.
Pete was born on October 24, 1929, to James Richard and Mary A. Cook Huggard in Staunton, Virginia. He was a proud graduate of Booker T. Washington High School “Class of 1948” Staunton, Virginia. Following graduation, Pete demonstrated his caring nature early in life, serving as a personal caregiver in France before being enlisted as a supply sergeant during the Korean War, where he served his country with honor.
In 1956, Pete's life was forever changed when he met Frances Enora Dickerson, the love of his life. They united in marriage on August 11, 1957 at Union Run Baptist Church in Keswick, Virginia. The couple made their first home in Staunton, Virginia, where they were active members of Mt. Zion Baptist Church and lived happily for many years. During their early marriage, they were blessed with two wonderful children: Renée LaVerne Huggard Lewis and Graylin Dwayne Huggard.
In 1981, Pete and Frances relocated to Newport News, Virginia, where they became devoted members of Emmanuel Baptist Church. Pete served faithfully as a Deacon and member of the Men’s and Senior Ministries. He was deeply committed to serving others as demonstrated by his dedicated work at the Food Ministry of Emmanuel House, Inc. His servant's heart touched countless lives throughout the community.
Professionally, Pete built a fulfilling career working in the supply division for Westinghouse and retiring from Newport News Shipyard. Beyond his professional life, he was a proud Mason and a longtime member of the Les Hommes Civic & Social Club, where he formed lasting friendships and contributed to his community.
Pete found joy in life's simple pleasures: camping adventures, traveling, tinkering in his garage, and most especially, doting on his beloved wife, children, and grandchildren. His devotion to family was evident in everything he did.
Pete was preceded in death by his parents, James Richard and Mary Huggard; his beloved wife, Frances; his sisters, Daisy “Ricky” Ellington and Arlena Huggard; and his nephews, Willard “Bill” Ellington and Ivan "Kermit" Huggard.
He leaves behind a legacy of love cherished by his children: Renée H. Lewis (Clinton) and Graylin D. Huggard (Jennifer); his grandchildren: Justin D. Huggard (Crystal), Evan T. Huggard (Priscilla), Trenton Huggard, Marcus Huggard, Corenda R. Gaines (Kendra), Alex C. Lewis (Tiffany), and Anita Scott; his nieces and nephews: Sheliah Ellington, Stephanie Ellington, and James Ellington; and his great-grandchildren: Kadence, Kyree, Leila, and Olivia Huggard; Isaiah, Micah, Josiah, Elijah, Hannah and Ava Scott, and a host of cousins, nieces, nephews and dear relatives and friends.
Even in his final days, Pete never lost his incredible smile or the distinctive twinkle in his eye that brought joy to the hearts of all who were blessed to know him. His warmth, kindness, and zest for life will be remembered and celebrated by all whose lives he touched.

The family of Dea. James R. Huggard Jr., has entrusted his final care to C. C. Carter Funeral Home.
